Judge David Bell has worked in juvenile justice reform, education policy, and healthcare administration for over three decades. A native of Florida, Judge David Bell began his legal career as the managing partner of David L. Bell & Associates, LLC, is a law firm that specializes in family and criminal law, educational advocacy, and governmental representation. Between 1996 and 2005, he supervised attorneys and staff, providing comprehensive legal counsel across sectors.
Judge David Bell also served as vice president of operations and legal counsel for the New Orleans Business and Industrial District. There, he collaborated with city and state stakeholders to attract businesses, secure capital investments, and promote economic development through strategic incentives and policy frameworks.
In 2004, Judge Bell was elected to the Orleans Parish Juvenile Court. He served as Judge of Section C and later as Chief Judge until 2010. During his judicial tenure, he implemented data-driven reforms and led several nationally recognized initiatives, including the Juvenile Detention Alternatives Initiative (JDAI), the Court Coordination Program, and the Orleans Parish Juvenile Drug Treatment Court. He is currently the CEO of Personal Care Partners, LLC, where he oversees the regional health care company’s daily operations.
